Planning permits exist to manage land use and development to ensure acceptable outcomes that protect the environment and community amenity. It also ensures adequate infrastructure is provided to support proposals.

How are Planning Permit Applications assessed? 

Planning permits are needed for general development such as constructing buildings, ensuring appropriate land uses and removal of native vegetation. Planning permits are also the first stage of a subdivision process.

Planning permit requirements depend on the planning controls for the land. Different controls apply to different pieces of land.

Planning controls include Zones, Overlays, Particular Provisions and Decision Guidelines. They help Planners decide whether a planning permit should be issued. When assessing planning permit applications, planners must make sure the proposal is consistent with the Strathbogie Planning Scheme along with state and local planning policies.

Applying for a planning permit

VicSmart

VicSmart is a permit application process that is cheaper, quicker and easier than the normal application process. Not all proposals are suitable for VicSmart processing. Please contact our Planning Department who will be able to advise if your proposal meets the VicSmart guidelines.

Subdivisions

If you are considering subdividing your land, you will need to submit a planning permit application with the required information.

If you are unsure about whether you need a planning permit please contact our Planning Department to discuss your application.

A planning permit is the first stage in the subdivision process. When you have obtained a planning permit you will need to contact a surveyor who will take you through the subdivision process under the Subdivision Act 1988.

Amendments to your Planning Permit
Full Amendments (Section 72)

You can apply to amend most planning permits.  Amendments can be to:

  • alter endorsed approved plans
  • remove or change planning permit conditions
  • change the use or development for which the permit was issued
  • extend the life of a permit

If the amendment to the approved plans is relatively minor, you may be able to apply under secondary consent if it is considered the changes would be unlikely to cause detriment to other properties or affect the interest of a referral authority.

You are encouraged to speak with a planner about whether your proposed amendment could be considered under secondary consent or if you are required to submit an application to amend the permit.

Secondary Consent

You should apply for a secondary consent if all of the following conditions are met:

  • You only want to make minor changes to the approved plans
  • The proposed change only involves amendments to the plans, and does not conflict with or require changes to the permit description or conditions; and
  • The proposed change is minor and would not require advertising

What you need to provide with your application:

  • Your completed application form (if not applying online)
  • 1 (one) copy of scaled and dimensioned plans which clearly show all proposed changes.
  • A short, written summary of the proposed changes.

If you do not provide all of the above, we may not be able to process the application.
You may be asked to provide more information to help us assess your application.

What happens next?

You should receive an acknowledgement letter about 1 to 2 weeks after we receive your application. After this time, a planning officer will review the application and let you know if any further info is needed.

The time it takes for a decision to be made depends on many factors, such as whether we need further information and how simple or complex your application is.

Time Extension - Planning Permits

Before a planning permit expires, or within six months afterwards, the owner or occupier of the land to which the permit applies may ask Council for an extension of time to the life of the permit.
