The Strathbogie Planning Scheme provides guidelines for development and aims to regulate the use of land and balance social, environmental and economic issues.
Good planning makes sure that investment and decision making is relevant to the needs of the community and provides a sustainable base for future generations.

2025/26 Planning Fees and Charges
In Victoria, fees and charges for planning applications are set by the state government and are consistent across all councils.
If you apply for a Permit, the Planning Department will send you an invoice for the application fee to be paid after your application has been submitted.
Applying for a planning permit
To determine whether you need a planning permit for your development, a good first step is to have a chat with one of Council’s planning officers. To get in touch with a planning officer, email info@strathbogie.vic.gov.au or phone 1800 065 993 (toll free).
If you do need a planning application for your development, we suggest booking in a phone or in-person pre-application meeting with a planning officer. While it’s not compulsory to have a pre-application meeting, many people applying for a planning permit do find it a useful step in understanding their responsibilities and options, plus it helps our planning officers better get to know you and your plans.
VicSmart is a permit application process that is cheaper, quicker and easier than the normal application process. Not all proposals are suitable for VicSmart processing. Please contact our Planning Department at info@strathbogie.vic.gov.au or phone 1800 065 993 (toll free) to determine if your proposal meets the VicSmart guidelines.
If you are considering subdividing your land, you will need to submit a planning permit application with the required information.
If you are unsure about whether you need a planning permit please contact our Planning Department to discuss your application.
A planning permit is the first stage in the subdivision process. When you have obtained a planning permit you will need to contact a surveyor who will take you through the subdivision process under the Subdivision Act 1988.

You can apply to amend most planning permits. Amendments can be to:
- alter endorsed approved plans
- remove or change planning permit conditions
- change the use or development for which the permit was issued
- extend the life of a permit
If the amendment to the approved plans is relatively minor, you may be able to apply under Secondary Consent if it is considered the changes would be unlikely to cause detriment to other properties or affect the interest of a referral authority.
You are encouraged to speak with a planner about whether your proposed amendment could be considered under secondary consent or if you are required to submit an application to amend the permit.

Secondary Consent
You should apply for a secondary consent if all of the following conditions are met:
- You only want to make minor changes to the approved plans
- The proposed change only involves amendments to the plans, and does not conflict with or require changes to the permit description or conditions; and
- The proposed change is minor and would not require advertising
What you need to provide with your application:
- Your completed application form (if not applying online)
- 1 (one) copy of scaled and dimensioned plans which clearly show all proposed changes.
- A short, written summary of the proposed changes.
If you do not provide all of the above, we may not be able to process the application.
You may be asked to provide more information to help us assess your application.
Before a planning permit expires, or within six months afterwards, the owner or occupier of the land to which the permit applies may ask Council for an extension of time to the life of the permit.
