Tim Tamlin
Interim Chief Executive Officer
Tim Tamlin joined Strathbogie in July 2024 for up to 12 months to ensure the continuity of business operations, to oversee the Councillor Induction program after the October elections and to support the newly elected Councillors in the process to appoint a Chief Executive Officer in 2025.
With a strong background in engineering, infrastructure planning, finance and governance, Tim brings extensive experience in senior leadership roles in the private and public sector. This includes 10 years as CEO at South Gippsland Shire Council and, more recently, Interim CEO roles at Campaspe Shire Council and Kingston City Council.
Amanda Tingay
Director People and Governance
Amanda joined Council in December 2020.
During her 17 years in the local government sector Amanda has overseen and collaborated with stakeholders on numerous community services programs, led and delivered on strategy and managed infrastructure delivery projects.
Amanda is a past participant of the LGPro Emerging Leaders Program and is a recipient of the Local Government Professionals Young Achiever of the Year Award.
She has a Bachelor of Arts and Master of Business Administration and is a Graduate of Australian Institute of Company Directors.
Amanda is passionate about empowering community.
Director Community and Planning
Rachael Frampton
Rachael commenced with Strathbogie Shire Council in February 2022, with more than 16 years’ experience in local government and public health, in both metropolitan and rural settings.
Most recently Rachael worked at Greater Shepparton and Greater Dandenong, City Councils, in the areas of community development, health, social planning and governance.
Rachael is committed to continuous improvement and best practice opportunities across the organisation and ensuring best value for the community.
She has led strategy and policy development, system improvement and the delivery of high-quality services and she enjoys leading diverse teams, building their capacity to deliver.
She holds a Bachelor of Health Science, Graduate Diploma of Health Promotion, Master of Public Health, Certificate 4 in Training & Assessment and Prince 2 Project Management Certificate.
Director Sustainable Infrastructure
John Harvey
John brings 30+ years of civil engineering experience to Council with an emphasis and keen interest in asset management, particularly roads and bridges.
He also brings substantial experience in domestic and commercial scale irrigation infrastructure and the construction and maintenance of commercial and domestic building works.
His experience ranges from both startup companies to regional project management in both water, road and major infrastructure areas.
He has worked in the private sector and public sector as a senior engineer and executive manager.
Of note has been the Planning and Construction of the Goulburn Valley Freeway from Seymour to Shepparton, bridge over the Murray River between Cobram and Barooga and the Executive Manager of the delivery team to modernise the irrigation infrastructure throughout Northen Victoria.
John has a Bachelor of Engineering (Civil) and professional qualifications in Commercial Arbitration, Mediation and Conciliation.
He is eager to share his knowledge and experience as a mentor within his wider team at Strathbogie and its community.
Executive Manager Communications, Engagement and Advocacy
Rosemary Scott
Rosemary is an established communication and engagement leader with more than 25 years’ experience in local government, the public sector and journalism.
She joined Strathbogie Shire Council in May 2024 after nearly 9 years at Mitchell Shire Council with previous communication leadership roles at State Trustees, Greater Shepparton City Council, Whittlesea City Council and Moira Shire Council. She began her career in local government at Merri‐Bek City Council after beginning her career as a newspaper journalist and community radio broadcaster.
Her background includes a range of strategic and hands on experience across many folio areas including branding, behavioural change, advocacy, engagement, emergency response and recovery, digital channel development, corporate performance and reporting, internal communication, change management, event management, marketing and philanthropy.
An IAP2 certified practitioner and a member of the Communications and Public Relations Australia, she also completed the Fairley Leadership Program and holds a Diploma of Management, a Graduate Diploma of Professional Communication and a Bachelor of Arts with a major in Journalism and Politics.
Rosemary has a keen interest in supporting regional and rural communities and contributing to the ongoing development of the local government, engagement and communication sectors.
