- If you live in a Strathbogie property and hold one of the below concession cards, then you can apply for a rebate.
Eligible concession cards:
- Pensioner Concession Card (PCC) issued by the Australian Government, Department of Social Services (formerly Centrelink)
- Pensioner Concession Card (PCC) issued by the Department of Veterans Affairs (DVA)
- DVA Gold Card – Totally and Permanently Incapacitated (TPI)
- DVA Gold Card – War Widow/ Widower (WW)
- Note: the address on your card must match the address listed on your rates and be your primary place of residence.

Sign up to receive your rate notices by email in four easy steps and never lose a copy of your rate notice again. You can also access previous rate notices from within the portal.
- Step 1: Head to the eNotices sign-up page
- Step 2: Enter your email address and eNotices reference number (which can be found in the payment section of your last rate notice).

We understand things can get tough sometimes. If you are having trouble paying your rates, please contact our Rates Department on 1800 065 993 to talk through some options with you.
If Council agrees to setup a payment plan which will smooth out payment on a weekly, fortnightly, or monthly basis, then interest charged on arrears will be halted.

Each council takes the total rate revenue to be collected and divides it by the total value of all properties in its municipality to calculate the rate in the dollar.
This ensures councils do not receive more money when property values rise. The rate in the dollar is then multiplied by the market value of each property to ensure each ratepayer contributes a fair share.
Capital Improved Value (CIV): CIV is the total market value of the property including land and all improvements
Site Value (SV): SV is the value of the land only (assuming vacant land with no buildings). These valuations may be used by other authorities for the purpose of a rate or tax.
Net Annual Value (NAV): NAV is relevant for non-residential properties, commercial, tenanted or investment properties. NAV for residential properties is about five per cent of the capital improved value.
Rate capping is a limit set by the Victorian Government on how much Councils can increase rates each year.
This is a compulsory charge for dwellings within townships and by application for other properties that have requested these services where they are available. The charges are shown on your rate notice as a separate levy to rates.
These service charges are set each year by Council to cover the cost of collecting and disposing of garbage, recycling, glass and organic material within defined collection areas in the Shire.
Fun Fact: our Council has one of the highest diversion rates from landfill with more than 70 per cent of waste being diverted into organics and recycling processing.
For properties that receive a waste collection service you must have all four bins.
These bins remain the property of Council and must remain at the property address they are allocated to.

If you would like to object to the valuation of your property, please lodge an objection online, through the Valuer General of Victoria’s portal – https://ratingvaluationobjections.vic.gov.au/
Council is unable to accept completed objection forms directly from ratepayers with email addresses. Hardcopy objection forms will only be accepted by council from ratepayers without email addresses/access to the internet. Hardcopy forms can be obtained by calling 1800 065 993 or visiting council’s offices at either 109A Binney Street, Euroa or 352 High Street, Nagambie.
Property valuations are conducted by representatives of the Valuer General of Victoria each year. An objection can be submitted within 60 days of issue of your rate notice.
Please note, to avoid any penalty interest, rate payments must be paid as they appear on the rate notice, until an outcome to an objection is received by council.

As part of your rates, we collect the What is the Emergency Services and Volunteers Fund Levy on behalf of the Victorian State Government.
What is the Emergency Services and Volunteers Fund (ESVF)?
The ESVF is a revised Victorian State Government levy, replacing the Fire Services Property Levy (FSPL) from 1 July
2025, to support and majority fund some Victorian emergency services.
Is the ESVF a council-imposed charge?
No. It is not a council charge or tax. By law, council is a collection agency for this property-based levy. This levy is then passed on, in full, to the Victorian State Government.
What happens if I don’t pay the ESVF portion on my rate notice?
All rate payments council receives must be applied proportionally between council rates and charges and the ESVF. This requirement is legislated in the Emergency Services and Volunteers Fund Act 2012. This means if a ratepayer chooses to not pay the ESVF levy, all levies and charges on the account, including council rates and waste charges, will remain partially unpaid.
What rebates or exemptions apply?
The Victorian State Government have included provision for rebates.
• The Pension Rebate will remain the same. Ratepayers already receiving the pension rebate do not need to reapply.
• Single Farm Enterprise exemptions will remain the same. Ratepayers with an existing Single Farming Enterprise exemption do not need to reapply.
• Eligible CFA and VICSES volunteers and life members can receive a rebate for their principal place of residence or farm subject to certain limits. The Victorian State Government will administer this process through the Department of Government Services.
