| Chief Executive Officer - Kevin Hannagan | | A philosophy that embraces the input of people, and the financial "bottom line'' reflects Strathbogie Shire chief executive officer, Kevin Hannagan's approach to a successful municipality. Kevin, who took on the shire's chief executive officer's (CEO) role in February 2001, believes people provide the edge to a successful municipality. "While I have an eye for the bottom line and financial performance of the shire, I strongly believe people are the competitive edge in today's environment," he said.
Beginning his working life as a qualified accountant, Kevin extended his formal qualifications, gaining a professional diploma in Human Resource Management from Deakin University and the Australian Human Resources Institute. He has recently completed an International Masters of Management with Norwegian School of Management, BI & Australian Institute of Management.
"I have a strong rural background and a desire to do something for communities. Therefore, in Strathbogie Shire I see opportunities for the equine, viticulture, agribusiness and tourism industries. But I am also keen to solve local problems." Kevin believes the CEO, and local government, should be leaders in their communities. "The role of a CEO is to be a leader, rather than a manager. Quite often local government will be the largest industry in a shire and it needs to show leadership. It is paramount to be in touch with the community and its aspirations, and to communicate with them. "Municipalities should work with their local businesses to try and help them to realise their objectives and expand, so a focus on development is important. Equally, it is important to create the business environment to attract appropriate new industries to the shire.''
Kevin is also passionate about a municipality's accountability to its local community. "The shire is a business that uses local ratepayers', state and federal government funds and, therefore, it should provide best value services. We need to ensure we are efficient, that the services we provide are responsive to community needs and we should also provide quality service. Accessibility and practicality of council services is also crucial. At Strathbogie Shire we are introducing technically world class systems, that are practical, and everybody can use them effectively. "I hope to put in place management systems that provide leadership to council and the community, as they move forward together."
