Draft Council Plan for 2017-2021

The draft Council Plan has now been prepared and is available to the public for review and comment/submissions. Any person has a right to make a submission under Section 223 of the Local Government Act 1989 on the proposed Council Plan.  Persons wishing to be heard in support of their submission must so indicate in their written submission.

The closing date for submissions is Tuesday 6th June 2017 at 5.00pm. A Special Meeting of Council will be held at the Euroa Community Conference Centre on Tuesday 13th June 2017 commencing at 5.00pm to receive written submissions and for persons wishing to be heard in support of their submission.

2017-2021 Draft Council Plan

 

Draft Council Plan 2017-2021 and Proposed Budget 2017/2018

Council, at a Special Council meeting held on Tuesday 2 May 2017, resolved that public notice be given that Council has prepared its draft Council Plan 2017 - 2021, and Proposed Budget 2017/2018, and that it be placed on public exhibition for a period of at least 28 days as per Section 223 of the Local Government Act.

Council Plan 2017 – 2021

The Council Plan 2017-2021 is the key strategic document for Council and contains:

  • Council Vision, Mission and Values
  • Commitment to Engagement and Communication
  • Goals
  • Key Strategies
  • A Strategic Resource Plan which sets out the resources to achieve the objectives
    • Collection and disposal of domestic refuse, organics and recyclables from residential premises (120 litre bins) - $515
    • Collection and disposal of domestic refuse and organics (80 litre bins) - $349
    • Collection and disposal of domestic refuse and organics (120 Litre bins) - $349
    • Collection and disposal of waste from commercial / industrial premises (240 Litre bins) - $699
    • Collection and disposal of recyclables - $166
    • Service Charge (including Transfer Station / Tree Management program) - $26
  • In order to promote development and attract new residents Council proposes to implement a scheme to assist buyers of new homes or those who build new homes by excusing rates for a 2 year period from settlement subject to:
    • proof of eligibility for and receipt of State First Home Buyers Grant being provided (for a newly built home, an existing property which is being sold for the first time as a new residential premises, a land and building package, or vacant land on which a new home is built)
    • land being rated as vacant residential land if a house does not exist on it

Proposed Budget 2017/2018

a.         The total amount projected to be borrowed as at 30 June 2017 will be $1,202,000 (loans outstanding 30 June 2017)

b.         The total amount proposed to be borrowed during 2017/2018 is $0

c.         The total amount projected to be redeemed during 2016/2017 is $512,000 (principal to be repaid)

d.         The projected total amount of borrowings at 30 June 2018 is $690,000 (loans outstanding 30 June 2018)

e.         The projected cost of servicing the borrowings during 2017/2018 is $54,000 (loan interest)

f.          The proposed differential general rates to be levied by Council will be determined by multiplying the Capital Improved Value of each category of rateable land by the rate in the dollar as indicated below –

Submissions Process

Any person making a submission on the Council Plan 2017-2021 and Proposed Budget 2017/2018 under Section 223 of the Act must do so in writing and received by Council by 5.00pm on Tuesday 6 June 2017. Submissions should be addressed to –

All submissions will be considered in accordance with Section 223 of the Act.

Any persons who request to be heard in support of his or her submission must so indicate in their written submission, and are entitled to be heard before Council or be represented by a person acting on his or her behalf.

Council will meet to consider any submissions on the Draft Council Plan and proposed Draft Budget at a Special Council meeting to be held on Tuesday 13 June 2017 commencing at 5.00 p.m. at the Euroa Community Conference Centre.   The Draft Council Plan and Draft Budget will be considered / adopted at a Special Council meeting to be held on Tuesday 27 June 2017 commencing at 5.00 p.m. at the Euroa Community Conference Centre
